Enacts the Agriculture and Rural Prosperity Act to support rural communities and develop rural agricultural economies in California.

Authorizes the Secretary of Food and Agriculture to consult with government and private sector partners to identify opportunities for rural agricultural development, coordinate programs, and disseminate information on the department's website.

Requires the Secretary to establish a new position within the department's executive office to advise on rural agricultural matters and recommend actions to increase broadband access, advance agricultural innovation, and develop workforce programs.

Creates the Rural Economic Development Account within the Department of Food and Agriculture Fund to receive public and private moneys for carrying out the act's purposes, subject to Legislative appropriation.
