Extends authorization for the Department of Food and Agriculture to charge additional fees to licensed renderers and collection centers (up to $10,000 per year) until July 1, 2025, with repeal on January 1, 2026.

Extends authorization for the Department to charge additional fees to registered transporters of inedible kitchen grease (up to $500 per vehicle, $10,000 per transporter annually) until July 1, 2025, with repeal on January 1, 2026.

Extends the repeal date of the industry-funded standardization program for fruits, nuts, and vegetable standards from January 1, 2020, to January 1, 2025.

Extends the inoperative date and repeal date of the California Seed Law subvention program from July 1, 2019/January 1, 2020, to July 1, 2020/January 1, 2024, continuing the $120,000 annual county subvention for seed law enforcement.

Makes an appropriation by extending operation of provisions authorizing collection of fees and penalties deposited into continuously appropriated funds.
