Specifies that the California Cannabis Research Program is hosted by the Center for Medicinal Cannabis Research at the University of California and authorizes the program to cultivate cannabis for research purposes under applicable federal and state laws.

Expands the program's research scope to include naturally occurring cannabis constituents and synthetic compounds, with studies examining effects on behavioral health outcomes and testing methods for detecting harmful contaminants like mold and bacteria.

Removes the requirement that donors be advised that funds will study both benefits and detriments of cannabis and that they have no control over fund usage.

Changes reporting requirements from every 6 months to every 24 months to the Legislature on research progress.

Requires that California Cannabis Tax Fund monies be used only as authorized by the Control, Regulate and Tax Adult Use of Marijuana Act (AUMA).
