Authorizes the Department of Housing and Community Development to establish set-asides for specific project types or target populations in the Multifamily Housing Program.

Expands the Joe Serna, Jr. Farmworker Housing Grant Program to fund rental housing loans, home ownership assistance loans, and homeowner grants for lower-income agricultural employees, with administration aligned to Multifamily Housing Program and CalHome Program procedures.

Modifies the Infill Incentive Grant Program to align funding timelines and rating procedures with the Multifamily Housing Program for qualifying infill projects and allows eligible applicants to receive letters of support instead of joint applications.

Revises the Transit-Oriented Development Implementation Program to provide loans only to developers (removing grants to local agencies) and adds density, infill, and threshold requirements; aligns loan terms and procedures with Multifamily Housing Program and CalHome Program.

Requires Housing for a Healthy California Program and veterans housing programs to synchronize fund availability, apply consistent rating criteria, and administer funds consistent with the Multifamily Housing Program; changes veterans housing requirement from "prioritizing" to "ensuring" projects combine housing with supportive services.
