Repeals Section 4692 of the Welfare and Institutions Code, which previously prohibited regional centers from compensating designated programs and transportation vendors for providing services on 11 specified holidays.

Eliminates the ban on compensation for services provided on holidays including January 1, Martin Luther King Jr. Day, Presidents' Day, March 31, Memorial Day, July 4, Labor Day, Veterans Day, Thanksgiving Day, December 25, and the four business days between December 25 and January 1.

Allows regional centers to compensate work activity programs, activity centers, adult development centers, behavior management programs, and various other developmental services programs for holiday services.

Allows regional centers to compensate transportation vendors for providing transportation services to consumers on these holidays.
