Expands criminal record clearance requirements to include individuals "otherwise associated" with care facilities (community care, residential care for chronic illness, residential care for elderly, and childcare facilities), not just employees.

Permits licensees operating multiple facilities of the same type to coordinate criminal record clearances across facilities and designate one central administrative facility until an automated tracking system is available.

Requires licensees to update the department regarding individuals associated with their facilities at annual fee renewal, six months after renewal, and upon request, until an automated information system becomes available.

Extends the period the State Department of Social Services must maintain criminal record clearances in active files from two to three years for community care facilities (to facilitate transfers between facilities).

Makes technical changes including replacing gendered pronouns with gender-neutral language and changing terminology from "district" to "regional" offices and "day care" to "daycare."
