Authorizes local agencies in Yuba City, Sutter County, and Yuba County to jointly develop a local alternative transportation improvement program to address transportation needs in areas affected by canceled planned state transportation facilities over the Feather River.

Grants the California Transportation Commission final authority to approve or reject the local alternative transportation improvement program, with a deadline of July 1, 2022 for submission.

Requires all proceeds from the sale of excess properties acquired for the canceled state facilities to be allocated to fund the approved local alternative program, after deducting federal reimbursements and sale costs.

Exempts proceeds allocated to the local alternative program from standard fair share distribution formulas that normally apply to state transportation funds.

Defines excess properties as those acquired for the planned Feather River crossing project that is no longer planned as a state facility but is now planned as a local bridge project.
