Repeals the Child Care Facilities Revolving Fund loan program and transfers all remaining moneys to a new California Childcare Facilities Grant Fund by December 31, 2019.

Establishes a grant program administered by the State Department of Education to fund construction of new childcare centers or renovation/repair of existing centers and family childcare homes serving children in subsidized childcare programs, effective until July 1, 2030.

Awards grants up to $1,000,000 for childcare center projects and up to $50,000 for family childcare home projects, requiring grantees to maintain at least 50 percent of slots for subsidized childcare for 10 years (centers) or 5 years (homes).

Prioritizes grants for providers serving infants and toddlers with exceptional needs and those recovering from disasters, and requires grantees to report annually on children served by age and subsidy status.

Requires the Department of Education to submit annual reports to the Legislature and provide a final impact report by December 31, 2029, on the grant program's effectiveness and recommendations for renewal.
