Creates a payment plan option for indigent persons to renew vehicle registration at any time and pay outstanding fees in monthly installments with no prepayment penalties.

Waives late penalties for indigent persons enrolled in the payment plan and suspends wage garnishments, bank levies, or offsets for delinquent registration fees; allows one 45-day extension for delinquent accounts before penalties are reinstated.

Requires the Department of Motor Vehicles to develop multiple application methods for the payment plan including online, mail, kiosks, private industry partners, and motor clubs.

Allows indigent persons to file non-renewal certifications for vehicles regardless of owed fees or late penalties, and requires a 7-day notice affixed to vehicles before removal due to expired registration over 6 months old.

Defines "indigent" as persons meeting income criteria under Government Code Section 68632 or receiving public benefits, with proof demonstrated through pay stubs, bank statements, or benefits transfer cards.
