Amends the definition of "district" to indefinitely mean an air pollution control or air quality management district, removing the previous January 1, 2031 sunset date.

Requires the State Air Resources Board to recognize catastrophic wildfires as a natural source of air pollution that must be included in air quality inventories.

Mandates the State Air Resources Board to quantify and publish annually on its website data on greenhouse gas emissions, criteria air pollutants, and toxic air contaminants from catastrophic wildfires beginning January 1, 2022.

Defines "catastrophic wildfire" as a fire event that burns larger contiguous areas at higher intensities than typical under historic fire regimes before 2017.
