Requires any program where mental health professionals respond to emergency mental health crisis calls in collaboration with or instead of law enforcement to be supervised by a licensed mental health professional.

Permits the supervising licensed mental health professional to also respond to and provide care on calls.

Exempts programs where law enforcement collaborates with county behavioral health agencies, which must follow existing county behavioral health agency supervision standards.

Defines "licensed mental health professional" to include clinical social workers, professional clinical counselors, marriage and family therapists, psychologists, psychiatrists, and qualified psychiatric nurses.

Does not alter scope of practice for health care professionals or authorize services outside what is permitted under the Business and Professions Code or Health and Safety Code.
