Authorizes the Department of Alcoholic Beverage Control to issue an on-sale beer and wine paint and sip license for premises with art classes scheduled in a bona fide manner for a fee.

Allows sale and service of beer and wine only to art class participants, with service permitted for up to one hour before and one hour after the scheduled class.

Prohibits sale of alcoholic beverages when persons under 21 years of age are present; minors may be on premises only during non-service periods.

Sets original and annual license fees equal to those for standard on-sale beer and wine licenses, with fees deposited into the Alcohol Beverage Control Fund.

Does not require food service by the licensee and does not authorize off-sale beer and wine transactions.
