Allows counties, cities, and special districts to destroy routine video monitoring recordings after one year and telephone/radio communication recordings after 100 days if approved by the legislative body and agency attorney.

Exempts local governments from these retention requirements if they have adopted their own records retention policy governing destruction of video monitoring and telephone/radio communication recordings.

Requires all recordings that are evidence in pending claims or litigation to be preserved until the claim or litigation is resolved, regardless of any other retention policies.

Applies to recordings from mobile in-car video systems, jail observation systems, building security systems, and public safety communications centers operated by counties, cities, and special districts.
