Eliminates the prohibition against student members of the California State University Board of Trustees voting during their first year of service.

Maintains existing provisions that student members are appointed by the Governor for two-year terms and must have at least sophomore year standing.

Keeps the requirement that student members have their tuition fees waived for the duration of their term of office.

Preserves the existing structure of the 25-member board composed of five ex officio members, an alumni representative, 16 appointive members, two student members, and one faculty member.
