Authorizes the Director of General Services to sell the Southern Youth Correctional Reception Center and Clinic property (approximately 32 acres in Norwalk, Los Angeles County) to the City of Norwalk at fair market value by January 1, 2025.

Permits the director to sell the property below fair market value if the discount enables provision of housing for persons and families of low or moderate income.

Requires the director to report to the fiscal committee chairpersons 30 days before any below-market-value sale, including financial terms, comparison to fair market value, and justification for the discount.

Exempts the property sale from the California Environmental Quality Act review requirements.

If the property remains unsold by January 1, 2025, authorizes the director to dispose of it according to standard surplus property procedures under Section 11011.1.
