Removes the requirement that the Fairfield-Suisun Sewer District appoint a clerk and changes posting requirements for regulations to use Government Code Section 6061 procedures.

Authorizes the board to require any employees or officers to be bonded, with the district paying all bonding costs, replacing prior liability requirements on county officers.

Removes authorization for the district to accept sewage from public utility buildings and adds new authority to accept sewage from buildings in the Middle Green Valley Specific Plan upon landowner request if approved under Government Code Section 56133.

Authorizes the district to accept organic materials (plant material, food waste, paper products) originating from within or outside the district and to contract for disposal of sewage with Solano County or other public entities when determined to be in the district's best interest.

Declares the act takes effect immediately as an urgency statute necessary for adequate sewer services in Solano County.
