AB 531 Summary

• Allows resource families, foster family homes, certified foster homes, approved relative caregivers, and nonrelative extended family members to serve as host families in transitional housing without requiring additional certification by the transitional housing placement provider.

• Requires payment for nonminor dependents in transitional housing with host families to be split equally between the provider, host family, and nonminor dependent, unless all parties agree to a different arrangement.

• Requires counties to evaluate their ability to meet emergency housing needs of nonminor dependents when assessing placement resources and programs.

• Authorizes counties to certify supervised independent living placements meet health and safety standards once every 12 months if the housing remains listed in a county database and no changes to safety conditions are suspected.

• Establishes housing navigation services funding (subject to Budget Act appropriation) to help foster youth and nonminor dependents secure stable housing placements and provides additional housing-related financial assistance options including rental assistance, security deposits, and moving costs.
