Requires the State Department of Social Services (as lead agency), State Department of Public Health, State Department of Education, and Department of Food and Agriculture to jointly develop a plan to end hunger, with the plan distributed to the Legislature by January 1, 2021.

Mandates the plan identify food deserts, barriers to bringing retailers to food-poor areas, infrastructure needs for food hubs, and methods to develop food hub infrastructure using state-owned property and county fairgrounds.

Establishes a budget of $11,500,000 (contingent on appropriation) for the Department of Food and Agriculture to support local food hub efforts, with priority given to regional planning models connecting rural and urban areas.

Requires the plan to include proposals for expanding EBT system use at farmers' markets and retailers in food deserts, and for statewide universal school feeding programs with outcome measurement systems.

Directs the University of California Regents and California State University Trustees to develop EBT card acceptance systems on their campuses, with a progress report due to the Assembly Select Committee on Campus Climate by July 1, 2020.
