Exempts dealers in convenience zones from redemption requirements until March 1, 2020 if a recycling center closed between August 1-September 1, 2019 at the recycler's initiation.

Exempts dealers in unserved convenience zones from redemption requirements until July 1, 2020 if a recycling center application is pending and the dealer and applicant submit a letter stating intent to serve that zone.

Extends the beverage container recycling pilot project program authorization from January 1, 2020 to January 1, 2022, allowing up to five pilot projects to operate simultaneously in unserved areas.

Authorizes the Department of Resources Recycling and Recovery to expend up to $5,000,000 total from fiscal years 2019-20 through 2021-22 to support pilot projects.

Authorizes the Director of Finance to approve up to an additional $5,000,000 in supplemental payments to recycling centers if specified conditions demonstrating need are met, and requires a department report to the Legislature by March 1, 2020 on options to reconfigure convenience zones.
