Requires the Bureau of Cannabis Control's powers and duties to be subject to legislative review as if the cannabis regulatory division were scheduled for repeal on January 1, 2023.

Removes the exemption that previously excluded the Bureau of Cannabis Control from the Joint Sunset Review Committee process established under Government Code Section 9147.7.

Makes the Bureau of Cannabis Control subject to the same comprehensive analysis and sunset review requirements applied to other state agencies to determine necessity and cost-effectiveness.

Requires the Bureau to submit a complete agency report to the Joint Sunset Review Committee by December 1, 2022, including budget, programs, performance metrics, and recommendations for reorganization.
