Amends Section 24044 of the Business and Professions Code to allow alcoholic beverage licenses to be issued or transferred to premises under construction, with sales prohibited until construction is completed.

Requires licensees transferring a license to premises under construction to follow notification requirements prescribed in Section 23985.

Exempts existing licensees from notification requirements if construction is occurring at their existing licensed premises.

Violation of the notification requirements constitutes a misdemeanor offense.

Declares no state reimbursement is required for local agencies or school districts since costs result from changes to criminal penalties under existing law.
