Requires the California Residential Mitigation Program (CRMP) to provide outreach to low-income households to increase awareness of the Earthquake Brace and Bolt program in communities where it operates

Mandates CRMP to set aside at least 10% of annual Earthquake Brace and Bolt program funds to provide supplemental grants to low-income homeowners who received initial grants

Supplemental grants awarded on a first-come-first-served basis cover 90% of remaining retrofit costs after the initial grant payment

Defines "low-income household" as having income at or below 80% of California's median household income

Allows unexpended supplemental grant funding to be available for other eligible applicants on waiting lists
