Establishes the Program for Coastal Resilience, Adaptation, and Access to fund activities addressing sea level rise and coastal climate change in California.

Creates the Coastal Resilience, Adaptation, and Access Fund in the State Treasury, funded by revenues from state lands and oil/gas leases managed by the State Lands Commission.

Requires 30% of eligible State Lands Commission revenues (up to $50,000,000 annually) be transferred to the fund beginning in fiscal year 2020–21, with exemptions for the Land Bank Fund.

Authorizes the California Coastal Commission, Natural Resources Agency, Ocean Protection Council, Department of Parks and Recreation, State Lands Commission, and State Coastal Conservancy to expend fund moneys for coastal resilience and adaptation activities based on best available science.

Requires the Natural Resources Agency to annually publish information on all funded activities, including project descriptions, funding amounts, timelines, and costs on a publicly accessible website.
