Amends Business and Professions Code Section 6074 to require the State Bar to coordinate pro bono civil legal assistance for veterans, service members, and their families who cannot afford legal services.

Adds legislative findings that veterans, service members, and their families face unique difficulties in securing civil legal assistance due to their military or veteran status.

Requires the State Bar to engage with local bar associations, legal aid organizations, veterans service providers, military service providers, and volunteer attorneys to improve access to and delivery of legal services throughout the state.

Mandates the State Bar compile and post online a list of organizations and volunteer attorneys willing to provide pro bono legal services to veterans and service members, organized by city and county.

Requires the State Bar to conduct a statewide survey of programs providing civil legal assistance to veterans and publish findings and recommendations by December 31, 2018.
