Creates the Long Term Care Insurance Task Force in the Department of Insurance, chaired by the Insurance Commissioner, composed of 15 voting members representing government agencies, healthcare experts, providers, workers, and consumers.

Requires the task force to examine how a statewide long-term care insurance program could be designed and implemented, including exploring options for eligibility, enrollment, benefits, financing, and coordination with Medi-Cal.

Directs the task force to consider structuring the program through the state disability insurance framework with potential payroll tax increases, allowing voluntary or mandatory enrollment with opt-out options, and providing basic insurance benefits to working adults with functional or cognitive limitations.

Mandates the task force submit a report with recommended options and feasibility assessments to the Insurance Commissioner, Governor, and Legislature by July 1, 2021, followed by an actuarial report from the Department of Insurance by July 1, 2022.

Sunsets on January 1, 2023 unless extended by legislation enacted before that date; task force members receive no per diem compensation and the bill operates within existing departmental budgets.
