Amends Section 8257 of the Welfare and Institutions Code to add a representative from the State Department of Education to the Homeless Coordinating and Financing Council.

Increases the maximum council membership from 17 to 18 members appointed by the Governor to oversee homelessness prevention and coordination efforts across state agencies.

If Senate Bill 687 is also enacted, Section 1.5 becomes operative instead, which increases maximum council membership to 19 members and adds a representative from the state public higher education system (California Community Colleges, University of California, or California State University).

Council maintains existing goals including identifying mainstream resources, creating partnerships, coordinating funding, developing strategies to end homelessness among youth, and establishing a statewide data system.
