Prohibits retailers from selling agricultural products (fresh or processed fruits, vegetables, or nuts) to the general public unless grown in California.

Allows retailers to sell non-California grown agricultural products only if the product is not available from farms located in the state.

Defines "retailer" as a person that purchases or acquires agricultural products for resale at retail to the general public for consumption off the premises.

Violations of these provisions are not subject to criminal penalty.
