Increases the number of exempt positions in the Attorney General's office from 2 directors and 2 associate directors to 6 directors and 6 associate directors, appointed by the Governor with the Attorney General's recommendation.

Authorizes the Attorney General to bring civil actions for water pollution violations under Fish and Game Code Section 5650 on their own authority, requiring notification to the Department of Fish and Wildlife before filing suit.

Allows civil penalties from unfair business practice violations brought by the Attorney General to be deposited in the Public Rights Law Enforcement Special Fund in addition to the Unfair Competition Law Fund for consumer protection enforcement.

Establishes the Statewide Opioid Settlement Agreement Act, authorizing the Attorney General to negotiate and execute settlement agreements with opioid manufacturers and distributors, with funds distributed per agreement terms and subject to legislative appropriation.

Appropriates $1,000 from the Public Rights Law Enforcement Special Fund to the Department of Justice's Public Rights Division for consumer protection law enforcement.
