Extends the CalFresh Restaurant Meals Program (RMP) to California Community Colleges campuses, allowing on-campus food facilities to participate even if located in non-participating counties, through a statewide memorandum of understanding with the Chancellor of the California Community Colleges.

Requires the State Department of Social Services to issue annual all-county letters listing eligible counties for RMP participation and include instructions for counties to participate or appeal ineligible determinations.

Directs the department to design the EBT system to automatically allow all eligible CalFresh recipients to use benefits at approved RMP restaurants upon card issuance.

Permits counties administering the RMP to determine the number, type, and location of participating restaurants based on administrative capacity and other factors including recipient demand.

Requires the department to implement the bill through all-county letters or similar instructions and adopt implementing regulations on or before February 1, 2021.
