Expands the definition of "laboratory director" under clinical laboratory regulations to include licensed dentists for waived clinical laboratory tests.

Removes the requirement that the American Board of Dental Examiners, Inc. examination must receive prior departmental approval before acceptance for dental licensure.

Deems applicants who received passing scores on either the Western Regional Examining Board or American Board of Dental Examiners, Inc. examinations between January 1, 2015, and December 31, 2019, as satisfying examination requirements for dental licensure.

Creates a sunset provision making the examination requirement changes effective only until January 1, 2024, at which point the original requirements become operative again.

Removes the restriction that American Board of Dental Examiners, Inc. examinations taken before departmental review could not be used for licensure.
