Exempts employees covered by valid collective bargaining agreements from certain working condition requirements at state-designated fairs if the agreement provides for wages, hours, meal periods, and premium overtime pay at least 30 percent above state minimum wage.

Maintains requirements for all other nonmanagement employees at state-designated fairs to receive 30-minute meal periods, overtime compensation, and premium pay rates as specified in existing law.

Makes the bill an urgency statute effective immediately to allow the Department of Food and Agriculture to develop necessary regulations before the end of 2019.

Applies the collective bargaining agreement exemption to revenues allocated from the Fair and Exposition Fund to state-designated fairs.
