Allows consumers in supported employment or work activity programs with an integrated competitive employment goal to use tailored day services alongside their existing program, with maximum hours of 75 per calendar quarter for work activity participants and 5 hours per month for group supported employment participants.

Changes community-based vocational development services from a limited 4-year demonstration project in up to 5 regional centers to a permanent statewide service, removing the January 1, 2025 repeal date.

Requires community-based vocational development services to be provided at $40 per hour for up to 75 hours per calendar quarter, with participation capped at a total of 4 years maximum.

Establishes that habilitation services must provide community-based vocational development services to enhance employment readiness, develop social and employment skills, and build community employment networks for individuals with developmental disabilities.

Implements changes only to the extent that federal Medicaid funding is available and necessary federal approvals are obtained.
