Removes prohibition on persons on parole voting, registering to vote, or preregistering to vote in California.

Changes voter eligibility requirements to disqualify only those "currently imprisoned" for felony convictions, rather than those on parole.

Requires Department of Corrections and Rehabilitation to provide voting rights information to persons on parole upon request, and encourages county probation departments to do the same.

Updates voter registration forms and election materials to reflect new eligibility language regarding imprisonment rather than parole status.

Becomes operative only if ACA 6 of the 2019–20 Regular Session is approved by California voters.
