Permits persons 18 through 20 years of age to work in gambling establishments without a work permit, limited to non-gaming positions located off the gaming floor and restricted access areas such as the cage, count room, and surveillance room.

Requires employees ages 18 through 20 to wear a chest-level badge on their outermost garment stating "Non-Gaming Employee: Under 21" with a different background color than other employee badges.

Allows persons to begin working as gambling enterprise employees after applying for a work permit while wearing a temporary badge stating "Non-Gaming Employee, Work Permit Pending," provided job duties are non-supervisory and not related to gambling operations.

Modifies requirements for persons under 21 to enter gambling areas by requiring only non-employees under 21 to be accompanied by a person or employee over 21 when using designated pathways through gambling areas.

Makes conforming amendments to disqualification and work permit provisions of the Gambling Control Act to accommodate the new employment eligibility rules for 18 through 20 year-olds.
