Extends the effective date for the $100 commercial feed license fee per location from January 1, 2020, to January 1, 2025.

During the extended period (2020-2025), the Department of Food and Agriculture may set license fees between $100 and $600 per location upon recommendation of the Feed Inspection Advisory Board.

License fee revenues are deposited into the Department of Food and Agriculture Fund and used to replenish feed inspection program reserves to a minimum of 25 percent of program expenditures.

Repeals Section 15061 of the Food and Agricultural Code effective January 1, 2025, which currently allows the secretary to designate 15 percent of tonnage taxes (or $200,000, whichever is greater) for commercial feed research and education.
