Prohibits data collected for contact tracing from being used, maintained, or disclosed for any purpose other than facilitating contact tracing efforts.

Requires all contact tracing data to be deleted within 60 days, except data in the possession of state or local health departments.

Prohibits officers, deputies, employees, or agents of law enforcement agencies from engaging in contact tracing.

Allows individuals to bring civil actions for violations of these provisions and requires prevailing plaintiffs to be awarded reasonable attorney fees.

Defines "contact tracing" as identifying and monitoring individuals who may have had contact with an infectious person to control the spread of communicable disease.
