Prohibits civil arrest of persons in California courthouses while attending court proceedings or conducting legal business in the courthouse.

Adds Civil Code Section 43.54 establishing the privilege from civil arrest, which does not apply to arrests made pursuant to valid judicial warrants.

Amends Code of Civil Procedure Section 177 to grant judicial officers power to prohibit activities that threaten courthouse access and to protect the privilege from civil arrest at courthouses.

Preserves existing common law privileges and allows persons arrested in violation of this act to seek a writ of habeas corpus.
