Requires the Department of Housing and Community Development to create a state homeless integrated data warehouse in coordination with the Homeless Coordinating and Financing Council and other state and local partners to compile data on homeless populations and services provided.

Data warehouse must include information on demographics, disability status, veteran status, access to benefits, housing status with entry/exit dates, reasons for homelessness, and number of unaccompanied youth experiencing homelessness.

Directs state agencies including Corrections, Education, Health Care Services, State Hospitals, Social Services, and Veterans Affairs to coordinate and integrate their data to provide longitudinal cost-based studies on incarceration, parole, school enrollment, health services, child welfare services, and housing outcomes for people experiencing homelessness.

Requires participating agencies to enter into data-sharing agreements with the Department of Housing and Community Development and comply with all state and federal privacy and personally identifying information laws when accessing or using data.

Becomes operative only if the Legislature appropriates sufficient funds to the department for these purposes, including funds from private donations if available.
