Requires the State Department of Health Care Services to disregard specified assets and resources (motor vehicles, life insurance policies, household items, retirement accounts, burial funds, etc.) when determining Medi-Cal eligibility for applicants whose eligibility is not determined using MAGI standards, effective July 1, 2020.

Prohibits the department from using asset and resource tests for Medi-Cal eligibility determinations for applicants or beneficiaries enrolled in the Medicare Shared Savings Program, effective January 1, 2020.

Establishes a $10,000 nonexempt property limit for individuals and $5,000 for each additional household member, indexed annually by the California Consumer Price Index.

Requires the department to issue updated and simplified notices and forms by June 1, 2020, and consult with advocates and stakeholders before implementing these changes.

Requires the department to adopt regulations by January 1, 2021, and makes implementation contingent on obtaining necessary federal approvals and federal financial participation.
