Extends authorization for community college districts to enter into design-build contracts from January 1, 2020 to January 1, 2030.

Requires design-build entities to provide enforceable commitment to use skilled and trained workforce for apprenticeable occupations on or after July 1, 2020, unless project labor agreement is in place.

Extends community college authority to charge organizations for facility use to include proportional share of maintenance, repair, restoration, and refurbishment costs until January 1, 2025 (previously expiring January 1, 2020).

Allows design-build entities with prior enforceable workforce commitments on pre-July 1, 2020 contracts to comply with new standards if requested and approved by district.

Establishes state mandate reimbursement procedures for local agencies and school districts if Commission on State Mandates determines bill imposes state-mandated costs.
