Requires California State University, University of California, and independent qualifying institutions to report annually to the Legislature on whether they provide preferential admission treatment to applicants based on relationships to donors or alumni, starting June 30, 2020 through 2024.

Institutions that provide such preferential treatment must report detailed admissions data including the number of applicants who did not meet standard admission criteria but were offered admission, and how many accepted and enrolled.

Requires disaggregation of reported information by individual campus for California State University and University of California systems.

Applies the reporting requirement to all "qualifying institutions" as defined under the Cal Grant Program, including both public and independent higher education institutions.
