Amends Section 6808 of the Government Code to set California's standard time to year-round daylight saving time once federal law authorizes states to do so.

Year-round daylight saving time would begin at 2 a.m. on the second Sunday of March following federal authorization, with the time change applying continuously without reverting in November.

Maintains Legislature's ability to amend daylight saving time dates and times by two-thirds vote, consistent with federal law.

Declares the bill an urgency statute effective immediately, citing studies showing adverse health and safety effects of biannual time changes and benefits of year-round daylight saving time.
