Prohibits the University of California Regents, California State University Trustees, California Community Colleges Board of Governors, and community college districts from collecting mandatory systemwide tuition and fees from students who have been exonerated of crimes by writ of habeas corpus or pardon.

Requires exonerated students to complete and submit the Free Application for Federal Student Aid (FAFSA) and meet Cal Grant A financial need requirements to qualify for the fee waiver.

Limits fee waivers to a maximum of six years of full-time undergraduate attendance and applies only to California residents.

Allows eligible persons to receive waivers for each academic year in which they apply, but prohibits retroactive waivers for prior academic years.

Establishes that if the Commission on State Mandates determines the bill creates state-mandated local program costs, reimbursement shall be made through existing state mandate reimbursement procedures.
