Raises the competitive bidding threshold for work not performed by district personnel from $25,000 to $50,000 for Santa Clara Valley Water District contracts.

Limits estimated cost of improvements or units of work performed by district personnel to $50,000, with exceptions for channel protection, maintenance work, environmental preservation or habitat management, and emergency work.

Requires board approval in accordance with adopted board policy for any contract not performed by district personnel and estimated to exceed $50,000.

Authorizes the Santa Clara Valley Water District to elect to participate in the Uniform Public Construction Cost Accounting Act.

Defines "board" and "district" for purposes of the Public Contract Code provisions governing Santa Clara Valley Water District contracts.
