Requires California Community Colleges, California State University, University of California, independent institutions of higher education, and private postsecondary institutions to calculate and publish a full-time student's cost of attendance including tuition, fees, books, supplies, room and board, transportation, and personal expenses

Mandates institutions designate students as living with family as a dependent, living on campus, or living independently off campus, and calculate room and board costs accordingly for each category

Requires institutions to use U.S. Department of Housing and Urban Development published one-bedroom apartment costs for students living independently off campus, or use higher cost estimates from other sources if methodology is posted on the institution's website

Mandates institutions update room and board cost calculations annually using the most recent fiscal year data available

Establishes that if the Commission on State Mandates determines costs are mandated by the state, reimbursement shall be made pursuant to existing statutory procedures for local agencies and school districts
