Appropriates $30,000,000 to California Volunteers for an emergency preparedness campaign targeting vulnerable populations including elderly, disabled, and disadvantaged communities.

Appropriates $20,000,000 to the Office of Emergency Services for grants to community-based organizations conducting emergency preparedness outreach to vulnerable populations.

Authorizes a $10,000,000 loan from the General Fund to the State Emergency Telephone Number Account, to be repaid with interest by June 30, 2023.

Amends State Water Resources Control Board appropriations ($51,300,000) to include $5,000,000 for lead testing and remediation in child care centers, $6,800,000 for safe drinking water in schools, and funds for emergency relief grants to households for well and septic system replacements.

Establishes a $5,000,000 Rapid Response Reserve Fund to address costs arising from immigration or human trafficking emergencies, with Department of Finance authorization to adjust General Fund appropriations and report adjustments to the Joint Legislative Budget Committee within 30 days.
