Instruction by community college districts provided under instructional service agreements with public safety agencies shall be funded under the career development and college preparation rate rather than the general credit rate, commencing with the 2019–20 fiscal year.

Public safety agencies are defined to include fire departments, police departments, sheriff's offices, agencies employing paramedics or emergency medical technicians, the California Highway Patrol, and the Department of Corrections and Rehabilitation.

The funding formula for these instructional service agreements uses the rate specified in Section 84750.5(d)(4)(A)(ii), which is the same level as the credit rate adjusted for cost-of-living changes.

Amends Sections 84750.4 and 84750.5 of the Education Code to clarify how state apportionment revenues are allocated for public safety training programs at community colleges.
