Requires metropolitan jurisdictions to allocate at least 25% of above moderate-income regional housing need to sites zoning at least 4 units per acre.

Exempts unincorporated areas and housing element revisions due before January 1, 2021 from these allocation requirements.

Prohibits jurisdictions from denying projects or imposing price controls based on non-compliance with the allocation percentages.

Declares no state reimbursement required because local agencies have authority to levy fees sufficient to cover mandate costs.
