Requires carpet stewardship organizations to establish a trust fund or escrow account holding unexpended funds and ongoing assessments for use if the stewardship plan terminates or is revoked.

Replaces flat carpet stewardship assessment with a system of differential assessments that account for the financial burden of particular carpet materials on the program and the amount of postconsumer recycled content in carpet.

Increases civil penalties for violations of carpet stewardship requirements from $1,000 per day to $5,000 per day, and maintains $10,000 per day for intentional, knowing, or negligent violations.

Repeals the prohibition that limited annual administrative fees paid to the department to 5% of aggregate assessments collected in the preceding calendar year.

Allows the Department of Resources Recycling and Recovery to modify a previously approved stewardship plan and continue directing trust fund payments if a new plan is not approved within one year after termination or revocation.
