Amends Civil Code Section 53.5 to clarify that privacy protections for guest and passenger records do not prevent government entities from requiring private businesses to provide business records during public health, civil rights, consumer protection investigations, or Public Utilities Code Section 308.5 investigations.

Establishes the Disaster Response-Emergency Operations Account within the Special Fund for Economic Uncertainties with continuous appropriation for state agencies to cover disaster response operation costs incurred within 120 days of the Governor's proclamation of a state of emergency.

Allows extensions of the 120-day funding period in 120-day increments upon notification to the Joint Legislative Budget Committee and fiscal committee chairpersons, with extensions not exceeding the end of the fiscal year in which the first extension is noticed or when the next fiscal year's Budget Act is enacted.

Requires the Disaster Response-Emergency Operations Account to maintain a $1,000,000 unencumbered balance at the start of each fiscal year, with the Director of Finance authorized to transfer funds from the Special Fund for Economic Uncertainties if needed.

Prohibits use of disaster response funds to supplant available federal funds, requires language accessibility for disaster assistance applicants, and bars expenditures for prison or correctional facility conditions resulting from departmental inaction.
